The Bombay High Court has upheld the Maharashtra government’s decision to award the Dharavi redevelopment project to Adani Properties Private Limited, rejecting a petition filed by UAE-based Seclink Technologies Corporation challenging the tender process. Bombay High Court Upholds Adani Dharavi Bid A division bench comprising Chief Justice D.K. Upadhyaya and Justice Amit Borkar ruled that the decision to award the project to the Adani Group company did not suffer from arbitrariness, unreasonableness or perversity. The court said Seclink’s petition lacked merit and dismissed its challenge to the tender process. The ruling clears a significant legal hurdle for one of Mumbai’s largest and most complex urban redevelopment projects. Seclink Challenged Dharavi Tender Process Seclink Technologies had emerged as the highest bidder in the 2018 tender after offering ₹7,200 crore for the Dharavi redevelopment project. However, the Maharashtra government later cancelled that tender, citing changes in the project’s scope and other factors. A fresh tender was issued in 2022 with revised conditions. Adani Properties subsequently won the project with a bid of ₹5,069 crore. Seclink challenged both the cancellation of the earlier tender and the award of the new contract, alleging that the process lacked fairness and transparency. Dharavi Redevelopment Project Moves Forward The Dharavi redevelopment project aims to rehabilitate eligible residents, replace informal housing and develop modern infrastructure across one of Asia’s largest slum clusters. The project involves large-scale housing construction, commercial development and the relocation of residents during different phases of redevelopment. The High Court’s decision allows the state government and the project developer to proceed, although implementation will continue to depend on surveys, eligibility verification, rehabilitation planning and statutory approvals.
