Abu Dhabi trilateral negotiations

The United States will host a second round of trilateral peace negotiations involving Russia and Ukraine in Abu Dhabi on November 10 and 11, 2026. US special envoy Steve Witkoff confirmed the meeting on Monday, November 2, as Washington renewed diplomatic efforts to end the prolonged conflict. The discussions will focus on ending hostilities, post-war security arrangements, humanitarian measures and steps towards a lasting settlement. Witkoff and Kushner to Lead US Peace Negotiations Steve Witkoff and Jared Kushner are expected to represent Washington during the negotiations in the United Arab Emirates. Russian President Vladimir Putin reportedly agreed to another round of talks following discussions with Witkoff in St Petersburg two weeks earlier. The previous US-mediated negotiations took place in February, before the outbreak of the US-Iran conflict disrupted diplomatic efforts. Although the parties have agreed to return to negotiations, significant disagreements remain over the terms of a potential settlement. US to Discuss Ukraine Security Guarantees With Europe Alongside the Abu Dhabi meeting, American negotiators will hold working-level discussions in Brussels this week. Representatives from France, Germany, Britain, the European Union and NATO are expected to participate. The discussions will examine security guarantees for Ukraine, Europe's future security arrangements and financial support for Ukraine's post-war reconstruction. Such guarantees remain a central issue because Kyiv wants assurances against renewed Russian military action following any peace agreement. Russia and Ukraine Remain Divided Over Peace Terms The negotiations form part of President Donald Trump's diplomatic efforts to secure an agreement before winter intensifies the humanitarian consequences of the war. However, Moscow and Kyiv remain divided over territorial questions, security commitments and the conditions necessary for ending hostilities. Washington has increased diplomatic pressure to encourage progress, but neither side has announced a breakthrough. The November meeting will therefore test whether renewed engagement can produce practical agreements on de-escalation and humanitarian relief.
