Russia Invites Indian Airlines to Fly Domestic Routes Amid Sanctions

Russia, facing aviation challenges due to Western sanctions, has invited Indian airlines to operate domestic routes within its territory.

The proposal comes as Russian airlines struggle to meet local demand, restricted by sanctions that limit access to aircraft and essential parts from the U.S. and Europe.

Russia’s ‘Cabotage’ Proposal

The offer was presented to India, China, and Central Asian countries, aiming to allow foreign airlines to transport passengers within Russia. This ‘cabotage’ agreement was further discussed during Prime Minister Narendra Modi’s recent visit to Russia for the BRICS summit. The sanctions, imposed following Russia’s invasion of Ukraine, have hindered the country’s access to planes and parts from major manufacturers like Boeing and Airbus.

Concerns from Indian Airlines

Despite the opportunity, Indian airlines have expressed concerns about the viability of operating in Russia. A senior airline executive cited difficulties, such as opposition from aircraft lessors and insurers, who are bound by Western sanctions. Additionally, Indian carriers face a shortage of planes, struggling to meet domestic demand, making expansion into Russia unfeasible.

With lessors unwilling to allow planes to fly into Russia and the risk of losing insurance coverage, Indian airlines are hesitant to pursue this opportunity. Meanwhile, Russian airlines continue to face a shortfall in aircraft as Western manufacturers halt deliveries, redirecting planes to other markets.
