Defence Minister Rajnath Singh called for a united international response against terrorism at the Shanghai Cooperation Organisation (SCO) meeting in Dushanbe, Tajikistan, on Tuesday, October 20, 2026. Speaking in the presence of Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar, Singh warned against double standards in combating terrorism and urged member nations to dismantle networks that finance, shelter and support terrorist organisations.
Rajnath Singh Calls for Zero Tolerance Against Terrorism
Addressing the SCO Council of Heads of Government meeting, Singh described terrorism as a major threat to peace, economic growth and regional stability.
He emphasised that terrorist activities not only result in civilian casualties but also disrupt international investment, commercial activities and opportunities for young people.
The Defence Minister urged participating countries to adopt consistent counterterrorism policies and reject any justification for terrorist violence.
He also called for collective action against individuals and organisations providing financial assistance, logistical support or safe havens to terrorists.
Pakistan’s Ishaq Dar Present During SCO Address
Pakistan’s Deputy Prime Minister Ishaq Dar attended the meeting and was seated across from Singh when the Indian Defence Minister delivered his remarks.
Although Singh did not directly name Pakistan in the reported statements, his comments reflected India’s longstanding concerns about cross-border terrorism and terrorist financing.
New Delhi has repeatedly accused Pakistan-based organisations of involvement in attacks targeting India, allegations that Islamabad has disputed.
SCO Summit Discusses Regional Security and Economic Cooperation
Singh represented India at the 25th SCO Council of Heads of Government meeting, bringing together senior representatives from member countries.
Alongside security concerns, discussions addressed regional economic cooperation, trade connectivity and development initiatives.
India also reiterated its support for the SCO’s proposed multilateral trade and economic cooperation action plan for 2026–2030.
Singh’s remarks reinforced India’s position that effective regional cooperation requires consistent action against terrorism and those enabling it.
