Putin Says U.S. Plan Could Form Basis For Peace In Ukraine

Russian President Vladimir Putin said on November 21, 2025 that a 28-point peace plan proposed by the Donald Trump administration could be used as the foundation for a final settlement to the war in Ukraine. He told the Russian Security Council that Moscow had received the document and described it as “a new version” of what had been discussed earlier.

Ukraine Rejects Key Terms

Ukraine has not accepted the plan, with President Volodymyr Zelenskyy warning that it would force Kyiv to choose between its dignity or losing crucial U.S. support if it signs up to terms that include territorial concessions and limits on military capability. Ukrainian officials say the plan heavily favours Russia and undermines Ukraine’s sovereignty.
