
PM Modi Urges Institutionalizing Civil Defence at NITI Aayog Meet
In the 10th Governing Council meeting of NITI Aayog held on May 24, Prime Minister Narendra Modi emphasized that Operation Sindoor must not be treated as a one-off initiative. He called upon all states to embed civil defence preparedness into their core governance frameworks, underlining the importance of institutional mechanisms to tackle emerging security and disaster-related challenges.
Operation Sindoor: A Call for Systemic Preparedness
Reiterating the lessons from Operation Sindoor, the Prime Minister stressed the urgency for states to modernize their civil defence strategies and strengthen on-ground response capabilities. He stated, “Operation Sindoor should not be treated as a one-off initiative,” and urged all regions to draw from the operation’s framework to build long-term resilience and enhance inter-agency coordination.
The need to establish a permanent, professional and well-drilled civil defence apparatus was a key theme, with Modi highlighting how disaster preparedness can no longer remain reactive and must be a proactive pillar of governance in the 21st century.
Viksit Bharat 2047: Collaborative Vision for Development
The meeting was convened under the theme “Viksit Rajya for Viksit Bharat@2047,” with 31 states and Union Territories represented. The Prime Minister underscored that achieving the vision of a developed India by 2047 would require deep collaboration between the Centre and states. He noted that every citizen today is motivated by the desire to see India emerge as a global power, and that such aspirations must be matched by unified governance, long-term planning, and people-centric policy execution.
Skilling, Nari Shakti, and Tourism: Pillars of Growth
Focusing on critical developmental pillars, Modi emphasized reforms in education that align with modern technologies like artificial intelligence, robotics, and 3D printing. He called on states to boost women’s participation in the workforce by reforming outdated labor laws and promoting inclusive economic environments.
On tourism, the Prime Minister proposed a unique initiative: “One State, One Global Destination.” This vision calls for each state to identify and develop a world-class tourism hub, thereby contributing to both economic growth and cultural promotion on the global stage.
Political Dynamics and National Consensus
While some key chief ministers, including those from West Bengal, Kerala, Karnataka, and Bihar, were absent, the meeting witnessed unanimous support for Operation Sindoor among the attendees. Leaders present at the meet appreciated the swift execution of the operation and commended the armed forces and the central leadership for the resolute response to threats against national security.
This show of unity at the NITI Aayog meeting, despite political differences, reflected a strong national consensus on security issues. The Prime Minister reinforced the spirit of cooperative federalism, stating that India’s development goals are only achievable through a ‘Team India’ approach, where Centre and states work as equal partners toward national progress.
