PM Modi to Push Global Anti-Terror Plan at BRICS Summit

Prime Minister Narendra Modi will attend the 17th BRICS Summit in Rio de Janeiro, Brazil, on July 6–7, 2025, with a clear agenda: to internationalize India’s counter-terror strategy and advocate for the broader interests of the Global South. The summit, themed “Inclusive and Sustainable Global South,” comes at a time when India’s leadership on security matters is gaining increased international recognition.

Operation Sindoor Sets the Context

India’s strong military response under Operation Sindoor, following the brutal Pahalgam terror attack, has fortified its global stance against terrorism. With widespread domestic and international attention on the operation’s precision and scale, Modi is expected to use this diplomatic platform to urge BRICS nations to adopt a cohesive and uncompromising stand on cross-border terrorism and its state sponsors.

This includes calls for sharing intelligence, curbing terror financing, and avoiding politicization of terror-related resolutions in multilateral forums.

Representation of the Global South

India is also set to reiterate its commitment to representing the interests of the Global South. From fair trade frameworks to equitable climate finance and developmental aid, the Indian delegation will press for reforms that level the playing field for emerging economies. Modi is expected to highlight how terrorism disproportionately impacts developing nations and hinders sustainable progress.

Building Regional and Strategic Consensus

India’s engagement at BRICS has evolved beyond economic dialogue. Strengthening bilateral and multilateral coordination—especially with Brazil, South Africa, and Russia—on areas ranging from digital transformation to health security and counter-radicalization is high on the summit’s agenda.

Modi’s emphasis will also be on ensuring that BRICS maintains its strategic relevance in a shifting world order where security and resilience are increasingly valued over trade alone.

Expected Outcomes

With the Pahalgam attack still fresh in global memory, and Operation Sindoor serving as a show of resolve, India is likely to push for a BRICS-level declaration against terrorism. The hope is to evolve beyond rhetorical condemnation and toward actionable frameworks that include coordinated blacklisting mechanisms, counter-terror task forces, and joint monitoring on terror finance.
