A public interest litigation has been filed in the Delhi High Court seeking an investigation by the National Investigation Agency into the violence during the CJP-led “Sansad Chalo” protest on July 20.

The petition was filed by Satish Kumar Aggarwal, a former vice-president of the Akhil Bharat Hindu Mahasabha. It asks the court to transfer all Delhi Police cases connected to the protest to the NIA or another specialised national agency.
The PIL seeks identification and prosecution of those responsible for alleged violence, vandalism, disruption of emergency services and damage to public and private property.
These claims remain allegations made by the petitioner. The court has not determined their accuracy or ordered an NIA investigation.
Petition Alleges Foreign Funding
The petitioner claims the student agitation over the NEET-UG paper leak was subsequently transformed into a political campaign involving foreign-funded organisations and political actors.
The plea refers to activist Sonam Wangchuk’s participation and seeks examination of his alleged associations with overseas organisations. It also cites the presence of author Arundhati Roy and several Opposition politicians as grounds for investigating the protest’s wider network.
However, the petition itself does not establish that foreign money financed the protest. Any such connection would require verification through an official investigation and supporting financial evidence.
July 20 Protest Violence
The PIL alleges that protesters obstructed public movement, attacked journalists and police personnel, damaged property and attempted to breach security barricades protecting Parliament.
The march began as a demonstration demanding accountability over the NEET paper leak and the resignation of Union Education Minister Dharmendra Pradhan. Violence erupted after sections of the crowd attempted to move beyond police barricades. Injuries were reported among protesters and security personnel.
Delhi Police have registered multiple FIRs and are reviewing CCTV and AI-enabled camera footage to identify those allegedly involved in the clashes.
