
Mumbai’s Aqua Line Metro Faces Low Ridership Amid Operational Challenges
Mumbai’s Aqua Line (Metro 3), the city’s inaugural underground metro corridor connecting Aarey Colony to the Bandra Kurla Complex (BKC), has experienced lower-than-anticipated ridership since its partial launch. Between October 7, 2024, and February 20, 2025, the 12.44 km stretch recorded approximately 2.66 million passengers, averaging fewer than 20,000 commuters daily. This figure is significantly below the Mumbai Metro Rail Corporation’s (MMRC) initial projection of 400,000 daily riders. Data indicates that each service carries an average of just 46 passengers.
Several factors contribute to this underperformance. The current operational segment covers a limited portion of the planned 33.5 km corridor, which may deter potential commuters seeking comprehensive connectivity. Additionally, challenges such as inadequate integration with existing transport systems, insufficient last-mile connectivity, and fare structures perceived as uneven have been identified as deterrents for regular commuters.
In response, the MMRC is undertaking measures to enhance the commuting experience and boost ridership. Efforts include multi-modal integration projects in collaboration with stakeholders like the Traffic Police, BEST, BMC, and MIAL to improve connectivity and convenience for passengers. The restoration of road networks around underground stations is nearing completion, with significant work at the Income Tax junction in the BKC area expected to conclude soon.
Looking ahead, the MMRC plans to extend services to Acharya Atre Chowk station in Worli by March 2025, covering six additional stations: Dharavi, Shitladevi, Dadar, Siddhivinayak, Worli, and Acharya Atre Chowk. This expansion aims to reach more densely populated areas, potentially increasing daily ridership. The full completion of the corridor is targeted for June 2025, which is expected to enhance the metro’s appeal as a viable transportation option for Mumbai’s residents.
