Marco Rubio Hails Progress in Ukraine Peace Talks
US Secretary of State Marco Rubio has described talks between American special envoy Steve Witkoff and Ukrainian President Volodymyr Zelenskyy as positive, signalling renewed diplomatic efforts to end the Russia-Ukraine war. Speaking in Mumbai on Wednesday, October 21, 2026, Rubio said proposals discussed with Kyiv would be presented to Russian officials as Washington attempts to advance negotiations between the two countries.
Rubio Calls Witkoff-Zelenskyy Peace Talks Positive
Witkoff met Zelenskyy in Oslo, Norway, on Tuesday, where discussions focused on possible diplomatic solutions and Ukraine’s long-term security requirements.
Rubio said the meeting produced constructive proposals, although he indicated that no unexpected developments had emerged.
Ukraine has sought security guarantees intended to prevent future Russian attacks as part of any negotiated settlement.
The American envoy subsequently travelled to St Petersburg for discussions with Russian President Vladimir Putin.
US Envoy to Discuss Ukraine Peace Proposals With Putin
Washington’s latest diplomatic initiative involves separate engagements with Ukrainian and Russian leaders to explore areas of possible agreement.
Witkoff is expected to present proposals discussed in Oslo to Moscow, including arrangements concerning Ukraine’s security.
However, significant differences remain between the negotiating parties over territorial control, ceasefire conditions and long-term security guarantees.
Russian officials have indicated their willingness to examine American proposals while maintaining their existing positions on a political settlement.
Rubio Addresses Ukraine Starlink Access Dispute
Rubio also rejected suggestions that Washington had deliberately restricted Ukraine’s access to SpaceX’s Starlink satellite communications system.
He maintained that decisions regarding service availability and operational speeds fall under commercial arrangements managed by SpaceX.
The clarification followed reports that Ukraine experienced disruptions affecting satellite communications used in military operations.
Zelenskyy has previously raised concerns about restrictions involving Starlink and its military-oriented Starshield service.
The latest diplomatic engagements come amid continuing hostilities, with Washington seeking to establish a framework for renewed negotiations.
