India to Submit Updated Climate Targets by December

India has announced that it will submit its revised climate action plans, known as its updated Nationally Determined Contribution (NDC) for 2035, by December 2025, said Bhupender Yadav, India’s Environment Minister. He made this statement during the COP30 climate summit in Belém, Brazil. India’s existing net-zero emissions target by 2070 remains unchanged.

India Calls on Developed Nations

In his address at COP30, Yadav urged developed countries to raise their own climate ambition and deliver on climate finance for developing nations. He described climate change as “real and imminent” and emphasised that India expects implementation of its targets to be “adequate, accessible and affordable.” India will also shortly submit its first Biennial Transparency Report alongside the NDC update.

Key Implications and Next Steps

By setting a December deadline, India signals its readiness to escalate its global climate role. The updated NDC is expected to reflect strengthened emissions-reduction commitments and increased share of non-fossil-fuel energy. For the global climate framework, India’s submission is significant as it is among the larger emitters yet to formalise its 2035 target. The next phase will involve India detailing the roadmap for achieving the revised targets and setting in motion the domestic policies needed for implementation.
