India to Enforce SIM-Binding and 6-Hour Web Logout for Messaging Apps

The Department of Telecommunications (DoT) has issued new rules requiring popular messaging apps in India — including WhatsApp, Telegram, Signal and others — to bind each user account to the SIM card used at registration. Under the new guidelines, the apps will not function unless that specific SIM remains active in the device.

Web Versions to Auto-Logout Every Six Hours

According to the directive, all web or desktop versions of these apps must automatically log users out every six hours. Users wishing to continue must re-authenticate — typically by scanning the QR code from their mobile device.

Timeline for Compliance

Messaging platforms have been given 90 days to implement these changes and must submit compliance reports to the DoT within 120 days. Failure to comply may result in services being blocked under the amended telecom-cybersecurity rules.

Why the Policy?

The government says these measures aim to curb rising incidents of online fraud and misuse of telecom identifiers. By ensuring that apps work only with an active, verified SIM, authorities hope to strengthen traceability and make it harder for illicit users to operate anonymously.
