India Gives TRF Dossier to US and UN, Pak Denies Link

India has submitted a detailed dossier on The Resistance Front (TRF) to both the United States and the United Nations’ 1267 Sanctions Committee. The file, handed over by Foreign Secretary Vikram Misri in June, outlines TRF’s operational role in Kashmir and its alleged ties to Pakistan-based terror networks, particularly Lashkar-e-Taiba and the Inter-Services Intelligence (ISI).

The dossier follows the April 22 Pahalgam attack in which 26 civilians were killed. Indian intelligence agencies have accused TRF of carrying out the attack and rebranding itself to bypass existing international sanctions on its parent organisation, LeT.

India Links TRF to ISI and Sajjad Gul

According to Indian authorities, TRF is a front organisation floated by Pakistan’s ISI, with operational leadership under Sajjad Gul, a former resident of Jammu and Kashmir now based in Rawalpindi. The dossier highlights Gul’s prior arrest in India for terrorism-related offences, his subsequent release on bail, and his disappearance before surfacing in Pakistan.

The file includes a record of TRF’s involvement in various attacks between 2020 and 2024, including targeted killings and grenade blasts. It also contains communications, digital footprints, and patterns linking TRF activity to known LeT infrastructure.

Pakistan Rejects Allegations

Pakistan has strongly rejected the contents of the dossier, calling it “politically motivated” and denying any connection to TRF. Islamabad claimed the evidence lacks credibility and accused India of using the UN platform to target Pakistan diplomatically.

Officials in Islamabad also warned that continued attempts to link Pakistan to TRF would only escalate regional tensions and hamper prospects for dialogue.

US Designates TRF, India Seeks UN Action

Shortly after receiving the dossier, the United States designated TRF as a Foreign Terrorist Organisation and a Specially Designated Global Terrorist. This move freezes TRF assets under US jurisdiction and bars American entities from engaging with it.

India is now pushing for TRF’s inclusion in the UN’s 1267 global sanctions list, which would impose travel bans, asset freezes, and arms embargoes. However, previous attempts to sanction TRF and its operatives were blocked at the UN Security Council, mainly due to China’s objections.

What’s Next

India is expected to intensify lobbying with key UNSC members in the coming weeks. Officials have said they will continue to pursue all legal and diplomatic avenues to ensure TRF and its backers face international accountability.
