Any potential visit depends on a waiver from the UN Security Council to bypass Muttaqi’s travel ban. Without such approval, a ministerial-level trip is unlikely. This hurdle has slowed progress, even as the Taliban leadership has voiced support for upgrading ties with India.
Pragmatic Engagement Despite Formal Limits
India’s Ministry of External Affairs has clarified that engagement with Afghan authorities continues, though it does not amount to formal recognition of the Taliban government. The focus remains on humanitarian cooperation, trade facilitation, and regional stability, underlining India’s cautious but pragmatic approach in dealing with Kabul.
