Government Prepares Fresh Framework for Rural Jobs

The Union government is preparing to introduce a new rural employment bill in Parliament, signalling a possible overhaul of the existing employment framework led by the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA). Officials said the proposed legislation is aimed at modernising rural employment schemes to better align them with current economic needs and development priorities.

The new bill is expected to focus on creating more durable assets, improving productivity, and linking rural employment with skill development. While MGNREGA has provided wage employment to millions of rural households since its launch, the government believes changes are needed to address gaps related to efficiency, accountability, and long-term income generation.

MGNREGA to Be Reworked, Not Abandoned

Government sources indicated that the proposed law is not intended to abruptly end MGNREGA, but to restructure rural employment policy through a broader and more integrated approach. The focus may shift towards convergence with other schemes related to agriculture, infrastructure, and rural livelihoods, while ensuring continued support for vulnerable households.

The Centre has maintained that rural employment programmes must evolve to meet changing demographic and economic realities, especially with rising aspirations and migration patterns.

Parliamentary Process Ahead

The bill is expected to be introduced for discussion in Parliament, where it is likely to face close scrutiny from opposition parties and stakeholders. Rural employment remains a politically sensitive issue, and the government has said consultations will continue before final implementation.

The move marks a significant step in reshaping India’s rural employment strategy.
