EU Leaders Commit to €800 Billion Defense Plan Amid Shifting U.S. Policy on Ukraine
European Union leaders convened an emergency summit in Brussels to address escalating security concerns following the United States’ suspension of military aid to Ukraine. In response, the EU has committed to a substantial increase in defense spending, proposing an €800 billion plan aimed at bolstering European military capabilities and supporting Ukraine.
The summit underscored Europe’s determination to enhance its defense autonomy amidst shifting U.S. foreign policy priorities. European Commission President Ursula von der Leyen emphasized the urgency of rearming Europe, describing the initiative as a response to “a clear and present danger” unprecedented in recent decades. The proposed plan includes measures such as fiscal flexibility for member states to increase defense budgets, a €150 billion loan package for joint defense projects, and the mobilization of private capital to support defense investments.
Ukrainian President Volodymyr Zelenskyy attended the summit, expressing gratitude for the EU’s continued support. He highlighted the necessity of involving Ukraine in any discussions concerning its future, stating that no decisions should be made without Ukrainian representation. This sentiment was echoed by EU leaders, who affirmed their commitment to Ukraine’s sovereignty and security.
The summit also addressed the potential use of frozen Russian assets for Ukraine’s reconstruction, though leaders exercised caution due to the complex economic implications. German Chancellor Friedrich Merz emphasized the need for long-term defense investments, indicating Germany’s readiness to lift borrowing restrictions to finance increased defense spending. Additionally, the United Kingdom and France proposed the formation of a multinational force to ensure peace in Ukraine, reflecting a proactive approach to regional security.
However, internal divisions within the EU were evident, particularly with Hungarian Prime Minister Viktor Orbán’s refusal to endorse a collective statement on Ukraine. This dissent highlights the challenges the EU faces in presenting a unified front on foreign policy and defense matters.
