Dozens Charged for Violating VPN Ban in Jammu and Kashmir

Police in Jammu and Kashmir have booked dozens of individuals for allegedly violating a ban on the use of virtual private networks, or VPNs, imposed by local administrations in parts of the Union Territory. The action follows intensified enforcement of prohibitory orders issued by district authorities citing security concerns.

FIRs Filed and Action Taken

According to police officials, cases were registered in multiple districts, including Budgam, Kulgam, and Shopian, after individuals were found using VPN services on their mobile phones. In Budgam district alone, two FIRs were lodged, and legal proceedings were initiated against several people under relevant sections for breaching administrative orders. Police said the violations were detected during routine checks and verification drives conducted in public areas.

Reason Behind the VPN Restriction

The VPN ban was imposed through orders issued by district magistrates in late December, restricting the use of unauthorised VPN applications. Authorities said VPNs were being misused to bypass internet controls and monitoring mechanisms put in place for security reasons. The restriction applies only within specific districts and is not a nationwide ban.

Security and Civil Liberties Debate

Officials have defended the crackdown, stating that enforcement is necessary to maintain public order and prevent misuse of digital tools in a sensitive security environment. However, the move has also sparked debate over digital privacy and access, with some residents questioning the impact on legitimate personal and professional use of VPNs. Police said enforcement will continue as long as prohibitory orders remain in force.
