CRPF Constable Faces Action for Unauthorized Marriage to Pakistani Woman

The Central Reserve Police Force (CRPF) is initiating disciplinary proceedings against Constable Munir Ahmed for marrying a Pakistani national, Menal Khan, without obtaining the requisite departmental approval. The marriage, conducted via a WhatsApp video call on May 24, 2024, has raised significant concerns regarding protocol violations and potential national security implications.

Constable Ahmed, currently serving with the 41st Battalion, had submitted a formal request to marry Menal Khan. However, before the department could process or grant approval, he proceeded with the marriage. This action contravenes Rule 21(3) of the Central Civil Services (Conduct) Rules, 1964, which mandates that government employees must seek prior permission before marrying a foreign national, especially from countries with which India shares sensitive relations.

Further investigations revealed that Menal Khan entered India through the Wagah Border on a tourist visa valid until March 22, 2025. Constable Ahmed failed to inform the department about her continued stay in India post the visa’s expiration and did not disclose that she had applied for a Long Term Visa. These omissions have been flagged as serious lapses, potentially compromising national security protocols.

In light of recent heightened tensions following the Pahalgam terror attack, the Indian government issued directives to deport all Pakistani nationals. Consequently, Menal Khan was taken to the Attari-Wagah Border for deportation. However, the Jammu and Kashmir High Court granted her a 10-day interim relief on April 29, 2025, allowing her to stay in India pending further hearings.

The CRPF’s internal review underscores the importance of strict adherence to established protocols, especially concerning personnel in sensitive positions. The force is now considering appropriate disciplinary measures against Constable Ahmed, which could have significant implications for his career.
