The opposition party said the exclusion raised concerns about India’s position in emerging global technology alliances.

What Is the Pax Silica Initiative

The Pax Silica initiative is a US-led effort involving a group of countries aimed at strengthening supply chains for semiconductors and advanced electronics. It focuses on cooperation in areas such as chip manufacturing, research, security of supply, and reducing dependence on concentrated production hubs. India was not named among the participating countries in the initiative’s current framework.

Congress Raises Foreign Policy Concerns

Congress leaders said India’s absence from the grouping was worrying at a time when semiconductors are central to economic competitiveness, national security, and technological sovereignty. The party argued that India has repeatedly projected itself as a trusted global manufacturing and technology partner, and questioned why it was left out of an initiative involving key US allies.

Government’s Position and Broader Context

The government has not described India’s exclusion as a policy failure. Officials have previously maintained that India is engaged in multiple bilateral and multilateral arrangements with the US and other partners on semiconductors and critical technologies. India is already part of frameworks such as the Quad, which includes cooperation on emerging technologies and supply chains.

India has announced several domestic initiatives to build a semiconductor ecosystem, including incentives for chip fabrication, design, and packaging. The government continues to engage with global firms and partner countries to attract investment and technology transfer, even as global semiconductor alliances evolve.

The Congress said the issue highlights the need for greater transparency and accountability in foreign policy decisions. The government, meanwhile, has stressed that India’s strategic autonomy allows it to pursue partnerships aligned with national interests rather than join every external initiative.
