Congress Questions PM’s Priorities Amid Manipur Neglect

Indian opposition Congress has criticised Prime Minister Narendra Modi for choosing foreign visits over addressing the ongoing crisis in Manipur. Congress spokesperson Jairam Ramesh highlighted that while Mr. Modi has exhibited “energy, excitement and enthusiasm” during his 35 overseas trips since May 2023, he has never visited Manipur, which has been suffering from ethnic unrest since May 2023.

Ramesh questioned the prime minister, asking why he could not demonstrate a fourth “E”—empathy—for the people of Manipur, who have endured nearly two years of violence between the Meitei and Kuki-Zo communities. The unrest began after a legal ruling related to Scheduled Tribe status, and so far has resulted in over 260 deaths and displacement of approximately 60,000 people—figures confirmed by government sources, while unofficial numbers suggest even higher tolls.

Despite the imposition of President’s Rule in Manipur in February 2025 and deployment of central forces, Congress contends that the central government’s response has been insufficient. Party leaders accuse the prime minister of neglecting on-the-ground realities by relying solely on administrative channels and remote briefings, rather than visiting the region personally to provide reassurance and oversight.

Supporters of the government argue that Mr. Modi remains engaged with the situation via regular defence meetings and crisis management updates. They also point out that, under President’s Rule, on-ground administration is managed by the Governor and state officials, and that a prime ministerial visit is symbolic rather than essential to effective relief efforts.

As Mr. Modi continues his overseas engagements—most recently in Cyprus, Canada, and preparing for the upcoming G7 Summit in Canada—Congress insists the message he needs to send at home is one of concern and solidarity. They urge the prime minister to visit Manipur, meet affected residents, and communicate directly with the people and local authorities to restore hope and trust.
