CIA Chief Warns Russia Against Attacking NATO
CIA Director John Ratcliffe made a rare visit to Moscow this week to warn Russia against attacking NATO member states, according to US media reports citing officials familiar with the trip. The visit came amid fresh American intelligence assessments that Moscow could attempt to test the alliance with limited or hybrid actions.
CIA Chief Warns Russia Against NATO Attack
Ratcliffe reportedly conveyed Washington’s warning directly to Russian intelligence officials during meetings in Moscow.
US assessments have raised concerns that Russia could consider actions falling short of a full-scale conventional attack, including cyber operations, sabotage or limited incursions designed to test NATO’s unity and the willingness of member states to respond collectively.
The Baltic states are considered among the areas of greatest concern because of their proximity to Russia and their NATO membership.
John Ratcliffe Also Raised Iran With Moscow
Ratcliffe reportedly discussed Iran during the talks and warned Russia that additional US economic measures could follow if the Strait of Hormuz remains disrupted.
Russia maintains close political and strategic ties with Tehran, while Washington has intensified economic pressure on Iran through new sanctions targeting its oil trade, financial networks and military-linked entities.
The CIA has declined to publicly detail the purpose of Ratcliffe’s Moscow mission.
Trump Calls Moscow Visit ‘Semi-Routine’
President Donald Trump confirmed that Ratcliffe had travelled to Moscow but described the trip as “semi-routine”.
Trump disputed suggestions that the visit was specifically connected to potential Russian action against NATO or Washington’s escalating economic campaign against Iran.
The Kremlin confirmed that Ratcliffe met Russian intelligence officials but said he did not meet President Vladimir Putin. Putin was subsequently briefed on the discussions.
The visit was Ratcliffe’s first publicly known trip to Russia as CIA director and the first known visit by a CIA chief to Moscow since 2021.
